Plot – After the death of the president, the city of Freedonia faces a serious economic crisis. Mrs. Teasdale promises to fill in the coffers of the state if Rufus Firefly, her fiel confidant, will be elected as the new president, even if he governs alternating anarchy and dictatorship. The neighbor state of Sylvania hires two eccentric spies, Chicolini and Pinky, to spy Rufus. He welcomes them among his employees. A war between the two cities is approaching and Rufus, along with his helpers, will lead Freedonia to an unnecessary victory.
