Plot – Tug Benson, the foolish President of the USA, commands three consecutive missions in the Middle East to free the American soldiers, held prisoners as revenge on the United States. However, the missions fail and the soldiers are kidnapped. Benson decides that only the hero “Topper” Harley can save them. After a series of funny fights with the enemies, Topper saves everyone.
