(1990)Plot – A Disciplinary Board investigates non-stop on living standards and current accounts of Los Angeles Police officers. Latin-American sergeant Raymond Avila has to review the young agent Van Stretch's situation, a former buddy academy now employed by Sergeant Dennis Peck. Raymond is sided by agent Amy Wallace and together they begin to patiently look for any clues. When Van is killed - he was a corrupted agent too - suspicions begin to tighten around Dennis, who has four wives, eight children and so much money. He dominates the city, he has a thousand contacts in the Mob, he blackmails and runs shady affairs, not even disdaining murders.
