Plot – In 1929, Neapolitan boss Johnny Caspar competes against Leo, boss of an Irish gang, to rule over an American city. He offers the rival peace and friendship if he will stop to protect a jew bookmaker, Bernie Bernbaum, as Caspar wants him dead in fact. Leo refuses because he loves Verna, Bernie's sister. Unnecessarily Tom Reagan, Caspar's right-hand man, suggests him not to antagonize his boss, threatening him to leave Bernie. Tom, despite being attached to Leo, has a secret and tormented love affair with Verna in fact. Caspar offers him the money to pay a big loss to the races as long as he delivers him Bernie. As Reagan refuses, he's beaten by his henchmen.
