Plot – General Lawrence Dell occupies the missile base n.3 with his second Powell and Garvas. He wants to talk to David Stevens, the President of the United States, and gives him his ultimatum. He wants the '9759' secret document to be made public because it explains the reasons of the Vietnam war. The President asks advices to his collaborators but Martin MacKenzie, Commander of the General Staff, wants to take action immediately. Dell activates the atomic devices in the missile base and directs them towards many Soviet cities, then the President goes personally to the base. Eight seconds are missing to the launch, but finally the rebels surrender. MacKenzie orders to shoot over everyone and even Stevens dies.
